Is the federal statute that dictates state funding and things like discrimination in placing children in foster or adoptive homes. In other words, states that receive federal funding cannot discriminate based on race.
Apparently its mere mention gets attention. As of today we are approved for any race of child from ages 2-10 (if we get a crib, we can take infants), or a sibling group of 2 or possibly 3.
